Abstract: The construction of rural community life circles is critical to upgrading rural public services and advancing balanced urban-rural development. Current planning based on static resource analysis and top-down decision-making fails to fully adapt to development needs and public demands, which leads to the loss of rural resource value. This study adopts a framework integrating smart analysis and participatory decision-making to innovate rural governance, maximize resource value and foster sustainable rural communities. Combining theoretical analysis, data analysis, interviews and case studies, this study proposes a smart planning path: it establishes a flexible three-tier life circle system, integrates multi-stakeholder demands, optimizes rural services and scenarios, and realizes refined, dynamic smart management. It also explores participatory governance innovation via transforming the roles of governments, planners and planning tools to encourage co-construction and sharing. The findings reveal that this combined approach addresses supply-demand imbalance, promotes coordinated development, cross-departmental collaboration, and fosters people-centered rural community life circles toward sustainable rural development. This study suggests that future research will explore the interactive mechanism between rural life circles and spatial optimization, compare local practices with European models, and examine smart governance for endogenous rural vitality across the globe.
